- Paper application submissions: Organizations seeking to submit a paper application must first obtain an approved exemption from ACF’s electronic submission requirement. Exemptions may be considered for organizations with limited internet access or insufficient upload capacity. Approved applicants should follow all NOFO instructions for paper submission requirements and deadlines. Please see the ACF Policy for Requesting an Exemption from Required Electronic Application Submission for more information.
